Moscow Mayor Sergei Sobyanin introduced the draft budget for consideration by the capital’s parliament

“I must say that the education budget for 2020 has grown by 25% and amounts to 415 billion rubles, in 2019 – 330 billion rubles. Total for 2020–2022 budget funds in the amount of 1 trillion 278.6 billion rubles are envisaged, ”said Anton Molev, deputy head of the Moscow City Department of Education and Science, during a meeting of the Moscow City Duma Commission on Education.

He noted that in the draft budget, the largest amount in the field of education is funds for training pupils of preschool groups, schoolchildren and students.

“Today, more than a million schoolchildren and over 500,000 preschoolers study in Moscow schools at the expense of these funds, and almost 62,000 students in colleges,” added Anton Molev. 

He specified that budget planning is based on the principle of formula-based, personality-oriented financing.

The directors of educational organizations in Izhevsk and Saratov, as well as their deputies, will learn about the technology of conducting an interactive pedagogical council and other tools for the work of a modern school manager during online training at the Moscow Center for the Development of Human Resources in Education.

“The first day of school showed that the interactive teachers’ council, which is widely used in the Moscow education system, is a restructuring of thinking. A non-standard form of conduct, in my opinion, will allow a deeper analysis of the state of relations between the school and society, teach to build relationships with parents, taking into account their needs, the degree of activity and the level of psychological and pedagogical competence. The search for optimal forms of joint work of the school and the family in the interests of the child will make it possible in the future to create a system based on the interaction of pedagogical, student and parental collectives as equal partners, “said Larisa Revutskaya, Chair of the Saratov Education Committee.

The training takes place in a distance format and includes several modules, the main ones are change management and work in large groups. This approach ensures the involvement of each member of the school team in the discussion of common problems and the development of joint solutions.

“The format of training is interesting, since both the project approach and those new tools of the school manager, which have already proven their effectiveness in practice, are presented here. For example, an interactive pedagogical council. By developing a scenario for a teachers’ council, analyzing the degree of readiness for changes in their teams, learning to work with large audiences, colleagues gain good practical experience, “said Natalya Gvozdkova, head of the Izhevsk Education Department.

To date, more than 5,000 people have become members of pedagogical councils in a new format. The Moscow experience of conducting interactive teachers’ councils is already being applied in North Ossetia. Its peculiarity lies in the fact that the director of the school, who has effective management experience and experience of working with large audiences, becomes the moderator of the teacher’s council, while the director of the school in which the teacher’s council is held acts as the same participant as any other member of the school team. The Federal Institute for Pedagogical Measurements (FIPI) has published the results of a sample analysis of final essays in the 2018/19 academic year and guidelines for preparing for the final essay.

Choosing an education strategy for children with special needs is one of the most pressing issues that parents and educators face.

Tatiana Solovieva, director of the Institute of Correctional Pedagogy of the Russian Academy of Education, stressed that it is necessary to remember about creating a special environment for teaching children with special educational needs.

“Wherever a child with special needs receives education, it should be special in every sense: it concerns approaches, conditions, content and methods. Most of these children need a specially structured environment, including equipment and furnishings for classrooms, libraries, corridors, gyms, provision of special textbooks, didactic materials, a special organization of the educational process itself, ”the expert said.

Tatiana Volokh, the director of school No. 7, which operates according to adapted basic educational programs (Sergiev-Posad, Moscow Region), informed about how specialists help families to decide on the choice of one or another school.

“The main starting point for organizing the education of special children is the child’s passage of the central psychological, medical and pedagogical commission or the territorial psychological, medical and pedagogical commission, whose recommendations determine the child’s future educational route. The commissions prescribe the need to organize special conditions, without which the process of learning and development is impossible. And then comes the right to choose the parents of an educational institution in which their child will be able to realize their special educational needs, ”she said.

Tatiana Solovyova added that both areas of work are important: this is evidenced by the growing interest in inclusive education (in the 2018/19 academic year, more than 124 thousand families chose this format, and in 2019/2020 – already about 170 thousand), and demand for correctional schools. She clarified that there are guys who really need this kind of education.

All experts noted that schools provide an opportunity for children to socialize. According to experts, this is no less important than training.
